Randall Glenn Riggs was born January 19, 1962 to Gale Riggs and Anna Morris Riggs in Ringwood, Oklahoma. He attended Ames and Ringwood Publc Schools, graduating from Ringwood High School in 1980 and then attended Southwestern Oklahoma State University in Weatherford, Oklahoma. Randall participated in basketball, baseball, and track in high school. He enjoyed shooting pool and, according to him, often subsidized his income by being the best in the room. Randall loved music and enjoyed singing. He and his siblings would often sing together.

He worked in the oilfield for a brief time, and then worked in various construction jobs in Oklahoma, Las Vegas, California, and most recently in the Ft. Worth area.
For the last several years, Randall struggled with multiple health issues, including diabetes, that prevented him from working or living as active a life as he would have liked. He remained close to his family, traveling to Oklahoma for the holidays as his health would allow. Randall had a strong faith until the end of his life.
Randall was married for a brief period of time, but had no children.
